“你是什么垃圾?”上海最严垃圾分类来了,其他城市还会远吗?

7月1日起,号称“最严格” 垃圾分类措施的《上海市生活垃圾管理条例》正式实施。而这样的措施,引发了全社会的关注!

本周一开始,上海市民将依据相关法律条例,将垃圾分为四大类,否则将面临罚款。

Starting Monday, Shanghai residents are required by law to sort garbage into four different categories, or they could face fines.

包括游客在内,未按照相关规定分类的个人或将罚款200元,公司和机构罚款可能达到5万元。

Individuals, including tourists, can be fined 200 yuan for failing to sort their waste properly, while companies and institutions can be fined up to 50,000 yuan.



据新华网报道,垃圾分类推广初期,为了指导和督促群众分类,上海会在投放点设志愿者。上海此次对垃圾分干垃圾(residual waste)、湿垃圾(household food waste)、可回收物(recyclable waste)、有害垃圾(hazardous waste)四种。






只不过,很多人还暂时搞不清垃圾的具体分类。比如喝剩下的珍珠奶茶,吃了一半的小龙虾都属于哪些垃圾?诸如此类问题都引发了网友热议。

Residents are also struggling with how to sort waste properly. For example, the right way to sort a cup of leftover bubble tea and half-eaten crayfish have sparked great debate on social media.



“你是什么垃圾?”不出意外的成为热度很高的一句话~想象一下,当你下楼倒垃圾时,垃圾桶旁站着的志愿者阿姨,一脸认真的问向你:“侬是什么垃圾?”


 
也难怪有网友调侃说,这样的服饰恐怕要流行了:

猪可以吃的,是湿垃圾;
猪都不吃的,是干垃圾;
猪吃了会死,有害垃圾;

专家建议,分类初期居民不必太过纠结,大致做好分类就行,宜粗不宜细;如果实在分不清,就作为干垃圾处理。

上海是我国第一批引入垃圾分类规范的城市,同时也是执行最严格的一个。条例从源头减少垃圾制造,确保分别运送不同类别垃圾,改善垃圾处理方式,促进社会参与。

Shanghai is among China's first cities to introduce garbage classification and also the country’s most serious in its implementation. Its regulation covers reducing the amount of garbage produced at sources, ensuring separate transportation of different trashes, upgrading treatment and promoting social participation.



2018年,上海的生活垃圾总量达到900万吨,意味着上海家庭每日产生垃圾2.6万吨。

In 2018, the total volume of domestic garbage in Shanghai hit nine million tonnes, which means Shanghai households produced nearly 26,000 tonnes of garbage a day.



近年来,全国各个地方的生活垃圾量都大幅增加。根据生态环境部的数据,在2013年中国大中城市平均产生生活垃圾60万吨。而到了2017年,这一数字飙升到100万吨。

The nationwide volume of domestic wastes has also jumped significantly in recent years. In 2013, each of China's large and medium-sized cities generated an average of 0.6 million tonnes of domestic wastes. The number soared to one million tonnes in 2017, according to calculations based on reports released by China's Ministry of Ecology and Environment.
 


所以,如今上海最热门的“哪个才是正确的垃圾桶”话题,在不久的将来则会普及到其他城市。

Shanghai's most heated topic of "which is the right bin for my garbage" may sweep other cities in the near future.

住建部表示还将投入213亿元,到2020年底,用于先行先试的46个重点城市,要基本建成垃圾分类处理系统。

Another 21.3 billion yuan will be invested to build more waste disposal facilities in 46 cities that are in a basic garbage classification and disposal system pilot program, aiming to allow them to complete the program by the end of 2020, according to the Ministry of Housing and Urban-Rural Development.

这46个城市包括:北京、天津、上海、重庆、石家庄、邯郸、太原、呼和浩特、沈阳、大连、长春、哈尔滨、南京、苏州、杭州、宁波、合肥、铜陵、福州、厦门、南昌、宜春、郑州、济南、泰安、青岛、武汉、宜昌、长沙、广州、深圳、南宁、海口、成都、广元、德阳、贵阳、昆明、拉萨、日喀则、西安、咸阳、兰州、西宁、银川、乌鲁木齐。
 


据CGTN报道,实施过程中最大的挑战则是培养大家的垃圾分类习惯,以及全力参与的决心。过往调查显示,造成垃圾分类不力的主要原因包括参与度过低、公众意识不足以及分类设备的缺乏等。

The biggest challenge in implementing waste classification is getting residents to develop the habit and fully participate in it. Low participation, lack of public awareness and insufficient classification facilities were all reasons for a lack of waste sorting, according to past surveys.
