美外交官妻子英国撞人却豁免?特朗普:意外常有

因为一场特殊的车祸“逃逸”事件,英国首相鲍里斯•约翰逊和美国总统特朗普,又成了新闻头条的焦点人物!

当地时间周三晚,英国首相约翰逊致电美国总统特朗普,私下表示希望对方“重新考虑美国女子在英国驾车撞死英国男孩事件中,美国对于外交豁免权的立场。”

UK Prime Minister Boris Johnson telephoned US President Donald Trump on Wednesday to personally ask him to 'reconsider the US position' to grant immunity to an American woman suspected of being involved in the death of a British teenager.   

事情还要从今年的8月29日说起,当时19岁的Harry Dunn在北安普顿地区正常驾驶摩托车骑行,却因被迎面开来的汽车撞上,当场死亡。鲍里斯口中的“嫌疑人”是现年42岁的美国女性Anne Sacoolas,她当时承诺自己不会离开英国,却在几天后返回了美国。

Motorcyclist Harry Dunn, 19, died in the fatal August 27 accident in Northamptonshire, central England, after crashing head on with a car driving on the wrong side of the road, police said. Anne Sacoolas, 42, who Johnson named as the suspect in the investigation on Monday, left the UK despite assuring the police she would remain the country in the near future, police said.



而Anne Sacoolas则是一名美国驻英外交官的妻子,在事件发生后她利用外交豁免权回到美国。

根据当地警方的声明,当时“轿车从对面撞上黑色川崎摩托”,而且警方确认“轿车逆行”。 英国警方要求取消Anne Sacoolas的外交豁免权,然而这一请求却被驳回,随之引发英国立法人员和受害者家属的强烈不满。

According to a Northamptonshire Police statement after the crash, a car "collided head on with a black Kawasaki motorcycle traveling in the opposite direction." On Sunday, they confirmed "the car was being driven on the wrong side of the road." The case sparked an outcry over the weekend among British lawmakers and the victim's family after a police request for Sacoolas's diplomatic immunity to be waived was rejected.

约翰逊在周一曾表示:“我认为,出于这样的目的使用外交豁免权,是不正确的。我希望Anne Sacoolas回到英国,按照英国的要求进行法律流程。”

"I do not think that it can be right to use the process of diplomatic immunity for this type of purpose," Johnson said on Monday. "I hope that Anne Sacoolas will come back and engage properly with the processes of law as they're carried out in this country."



不过在周三通过电话后,特朗普拒绝了约翰逊有关取消Anne Sacoolas外交豁免权的要求。

Trump on Wednesday publicly rebuffed a plea from Prime Minister Boris Johnson to waive diplomatic immunity for Sacoolas.

据英国《每日邮报》报道,特朗普表示“这是一出悲剧”,并且形容嫌疑人Anne Sacoolas(特朗普并未提及姓名)“开到了错误的方向”,并且暗示自己在英国时也开错过。

Trump acknowledged that 'a tragedy occurred' and described suspect Anne Sacoolas - who he did not name - as 'driving on the wrong side of the road,' then suggested he had done the same too in the UK.

“英国道路(和美国)是相反的,所以可能发生(事故)。我不会说自己会出意外,但是确实有可能。当你习惯了美国的驾驶习惯,然后突然换到了英国,开车时就有可能出意外。你必须得小心。”

'Those are the opposite roads. That can happen,' Trump said. 'I won't say it ever happened to me, but it did. When you get used to driving on our system and you're all of a sudden on the other system, where you're driving, it happens. You have to be careful.'



显然,约翰逊此番努力并没有成功。受害者的父母则非常失望。

受害者的母亲Charlotte Charles表示,对于英美政府感到厌恶、失望。父亲则说:“让人失望的是,似乎夺去一个年轻人的生命,然后转身离开就可以了,仅仅是因为你拥有外交豁免权。”

Harry's mother Charlotte Charles said: 'I'm disgusted and feel let down by both governments. ' Mr Dunn added: 'The really disappointing thing is that it seems that it's OK to kill a young lad and then walk away just because you have diplomatic immunity.'
 


那么,外交豁免权有可能取消吗?

美国国务院对CNN表示,取消外交豁免权是非常罕见的。“我们的外交人员及家属,出现如今这样有关取消外交豁免权的问题,会在高级别引发强烈关注,考虑到决定实施后的全球影响,我们会认真考量。”

The US State Department told CNN Saturday that diplomatic immunity is "rarely waived." "Any questions regarding a waiver of immunity with regard to our diplomats and their family members overseas in a case like this receive intense attention at senior levels and are considered carefully given the global impact such decisions carry," it added.
