特朗普这样形容TikTok和美国的关系,而且还要“回扣”!

After days of whiplash over the future of TikTok, U.S. President Donald Trump said he would allow an American company to acquire the short-form video app — with a catch.

但是,特朗普后面还有话:要钱!
 


特朗普:美国财政部要收一笔佣金

在8月3日的发布会上,特朗普称除非达成出售在美国业务的协议,否则TikTok将在9月15日之前被强制关闭其在美国的业务。

Trump on Monday set September 15 as the deadline for TikTok to find a US buyer, failing which he said he will shut down the app in the country.

如此“强买强卖”,特朗普却还强词夺理,要“回扣”:

“这个价格中有相当大一部分钱要进入美国财政部,因为是我们让交易成为可能。”他用“房东和租客”的关系进行类比,声称“如果没有租约,租客就一无所有。所以他们要支付一笔佣金,或付出一些东西”。

"A very substantial portion of that price is going to have to come into the treasury of the United States," Trump said of the potential TikTok sale. "The United States should be reimbursed or paid because without the United States they don’t have anything." The president added: "It’s a little bit like the landlord-tenant. Without a lease, the tenant has nothing. So they pay what’s called key money or they pay something."

特朗普称,“我不在乎是微软买或是谁买,要是一家大公司,一家安全的公司,一家很美国的公司买下来就行,而且与其收购30%的股份,不如全部收购,这样更容易。”

"I don't mind whether it's Microsoft or somebody else — a big company, a secure company, a very American company — buys it," Trump said Monday. "It's probably easier to buy the whole thing than to buy 30 percent of it."

据央视新闻报道,微软在其博客中表示,其目标是不迟于9月15日完成TikTok在美国以及加拿大、澳大利亚和新西兰的所有业务的交易。但据知情人士说,这可能难以实现,目前,该交易的关键细节(包括价格)仍未解决。

我外交部:美方务必不要打开“潘多拉盒子”

8月4日,在外交部例行记者会上,有记者提问:3日,美国总统特朗普称,如果TikTok在美业务未能在9月15日之前出售给美国公司,此业务将被关闭。中方对此有何评论?

外交部发言人汪文斌表示:“一段时间以来,美方在拿不出任何证据的情况下,泛化国家安全概念,滥用国家力量,无理打压特定的非美国企业,这违背市场经济原则,也违反世贸组织开放、透明、非歧视原则,是赤裸裸的霸凌行径,中方对此坚决反对。我们注意到,美国国内和国际社会对此也有很多批评和质疑的声音。”

"For a while, without providing any evidence, the US has stretched the concept of national security and abused its state power to bring down certain non-US enterprises. Such practice goes against market economy rules and the WTO principles of openness, transparency and non-discrimination. It is a blatant act of bullying, to which China firmly opposes. We have noticed that it has also drawn a flurry of criticisms and doubts in the US and from the international community."

“美方把所谓的国家安全作为打压有关企业的理由,这根本站不住脚,不过是为自己寻找借口而已。有关企业按照市场原则和国际规则在美开展商业活动,遵守美国法律法规,但美方却以“莫须有”的罪名进行设限打压,这完全是政治操弄。事实上,美方动用国家机器打压他国企业的行为屡见不鲜,日本的东芝、法国的阿尔斯通等公司都曾遭受过美方的蛮横打压。美方标榜的所谓公平竞争的虚伪性暴露无遗,严重损害美国的国家信誉和形象。如果按照美方的这种错误做法,那么任何一个国家都可以以国家安全为由,对任何一家美国企业采取类似的举措。美方务必不要打开‘潘多拉盒子’,否则将自食其果。”

"The US cited national security as the grounds for its oppression of relevant businesses, but this turns out to be a flimsy excuse they made. Relevant companies do business in the US in accordance with market principles and international rules, and abide by US laws and regulations. However, the US side imposes restrictions and oppresses them on the pretext of trumped-up charges, which is nothing but political manipulation. In fact, it is nothing new for the US to use its state machine to suppress foreign companies, which Toshiba and Alstom both fell prey to. The hypocrisy of the so-called fair competition touted by the US has been laid bare, seriously damaging its national credibility and image. If the US goes like this way, then any country can take similar measures against any US company on the grounds of national security. The US must not open Pandora's box, or it will suffer the consequences. "

“我们呼吁美方认真倾听本国和国际社会的理性声音,不要将经济问题政治化,为各国市场主体在美投资经营提供开放、公平、公正、非歧视的投资和营商环境,多做有利于全球经济发展的事情。”

"We call on the US side to heed the rational voice from at home and the international community, refrain from politicizing economic issues, provide an open, fair, just and non-discriminatory business environment for market players from other countries to invest and operate in the US, and do more that is conducive to global economic development."

TikTok:考虑重新设立TikTok总部

有英国媒体报道,TikTok母公司字节跳动表示,考虑将TikTok的国际总部搬到伦敦。

Chinese tech company ByteDance said on Monday it was considering moving the headquarters of its TikTok video sharing platform overseas, following a British media report that the unit could relocate to London.


 

字节跳动的发言人则表示,字节跳动始终致力于成为全球公司,考虑在美国之外的主要市场,重新设立TikTok总部,以更好地服务全球用户。

Asked about the report, a spokesperson for ByteDance said an international move for TikTok was under consideration. "ByteDance is committed to being a global company. In light of the current situation, ByteDance has been evaluating the possibility of establishing TikTok’s headquarters outside of the U.S., to better serve our global users," the spokesperson said.
 


字节跳动CEO张一鸣于3日发布公开信,回顾了TikTok在北美的遭遇,称不放弃探索任何可能性。
 


当地时间周一早些时候,英国政府表示TikTok总部选择是该公司的商业决定。

Britain’s government said earlier on Monday that the location of TikTok’s headquarters was a commercial decision for the company.
