终于，美国向“华为”下手了。
当地时间15日（周三），美国总统特朗普签署名为“确保信息和通信技术及服务供应链安全”的行政命令，宣布进入所谓的“国家紧急状态”，禁止在信息和通信领域进行所谓“可能对国家安全构成风险的交易”。在此紧急状态下，美国企业不得使用对国家安全构成风险的企业所生产的电信设备。
US President Donald Trump signed an executive order Wednesday declaring a national emergency regarding telecommunications equipment that could pose a risk to national security. The order bans American companies from using any telecommunications equipment that the secretary of Commerce declares to be a national security risk.
据《今日美国》网站报道，在这份行政命令中，没有提及具体公司或国家地区，白宫官方也是如此。不过这份行政命令签署前的数月中，美国针对中国电讯巨头华为已经有了多项针对措施。
The executive order does not name specific companies or countries, and White House officials were careful not to reference any companies, but its issuance follows months of escalation of enforcement actions against the Chinese telecom giant Huawei.
美商务部将在150天内制定具体规则，法规效力追溯到自行政令发布后的所有发起、待完成和已完成的交易。
According to the order’s text, the secretary of Commerce and other agencies are directed to create an enforcement plan within 150 days.

美商务部下属工业和安全局同日发表声明说，将把华为及其附属公司列入“实体清单”，清单上的企业或个人购买或通过转让获得美国技术需获得有关许可。
The U.S. Commerce Department said on Wednesday it is adding Huawei Technologies Co Ltd and 70 affiliates to its so-called “Entity List” — a move that bans the telecom giant from buying parts and components from U.S. companies without U.S. government approval.
据新华网报道，如果美国认为技术的销售或转让行为危害美国国家安全或外交政策利益，则会拒绝颁发许可。
事实上，很多外媒也将此行政令解读为“针对华为”。

面对特朗普的行政令，华为方面很快做出反应，公司在声明中表示：
“华为是5G电信设备领域无可比拟的领导者，我们也愿意和美国政府沟通保障产品安全的措施。如果美国限制华为，不会让美国更安全，也不会使美国更强大，只会迫使美国使用劣质而昂贵的替代设备，在5G网络建设中落后于其他国家，最终伤害美国企业和消费者的利益。不合理的限制也会侵犯华为的权利，引发其他严重的法律问题。”
“Huawei is the unparalleled leader in 5G. We are ready and willing to engage with the US government and come up with effective measures to ensure product security. Restricting Huawei from doing business in the US will not make the US more secure or stronger; instead, this will only leave the US lagging behind in 5G deployment, and unreasonable restrictions will infringe upon the company's rights and raise other serious legal issues. ”
