近日，《中共中央国务院关于支持深圳建设中国特色社会主义先行示范区的意见》（以下简称《意见》）正式发布。建设中国特色社会主义先行示范区，有利于在更高起点、更高层次、更高目标上推进改革开放，形成全面深化改革、全面扩大开放新格局；有利于更好实施粤港澳大湾区战略，丰富“一国两制”事业发展新实践；有利于率先探索全面建设社会主义现代化强国新路径，为实现中华民族伟大复兴的中国梦提供有力支撑。

China will build the southern city of Shenzhen into a pilot demonstration area of socialism with Chinese characteristics, a document said last Sunday. The building of the demonstration area will help deepen reform and expand opening-up comprehensively, according to the document issued by the Communist Party of China Central Committee and the State Council. It is also conducive to the implementation of the Guangdong-Hong Kong-Macao Greater Bay Area plan and the fulfillment of the Chinese dream of national rejuvenation.

《意见》发展目标显示，到本世纪中叶,深圳以更加昂扬的姿态屹立于世界先进城市之林,成为竞争力、创新力、影响力卓著的全球标杆城市。

By mid-21st century, the city will become one of the top cosmopolis in the world and a global pacesetter with outstanding competitiveness, innovative capacity and influence, said the document.

2019年8月19日，北京希诺谷生物科技有限公司在北京动物园科普馆隆重举行“希诺谷克隆猫新闻发布会”。

上个月，我国第一只自主培育的克隆猫诞生。克隆宠物，也为失去爱宠的主人提供了另一个选择。

A Chinese biotech company produced the country's first cloned cat last month, offering a solution for cat lovers heartbroken by the death of a beloved pet.

据该公司介绍，名为“大蒜”的英国短毛猫，出生于7月21日，代孕猫在胚胎移植66天后顺利分娩。

The cloned British Shorthair cat, named Dasuan－Garlic in English－was born on July 21, 66 days after a successful embryo transfer in a laboratory of Beijing based-Sinogene, the biotech company.

中国农业大学动物医学院教授施振声介绍：“猫的生殖生理特性与绝大多数动物不一样，因为猫不是自发排卵动物，是少数的诱发排卵动物之一，其生殖周期特别，克隆技术较困难，操作繁琐。这次成功培育克隆猫是世界为数不多的成功案例之一，标志我国在克隆领域迈进一大步。”

为贯彻落实全国教育大会精神，依法治理“校闹”，教育部、最高人民法院、最高人民检察院、公安部、司法部联合印发《关于完善安全事故处理机制 维护学校教育教学秩序的意见》，构建了治理“校闹”的制度体系，保障学校安心办学。

因为“校闹”的存在，学校承担了不应当承担的责任和压力，导致一些学校不敢正常开展体育教学、课外活动，不敢正常批评教育学生，干扰了素质教育的实施，影响了良好教育生态的形成，必须下大力气予以解决。

Acts that disrupt school order have put undue pressure on schools which might thereafter refrain from normal physical education, extra-curricular activities, and scolding students. This has affected quality education and the education environment, and must be resolved with greater efforts.
 
为避免政府领导出于息事宁人的考虑，片面加重学校责任，明确规定任何组织和个人不得非法干涉纠纷处理。责任明确前，学校不得赔钱息事。

Government officials, organizations or individuals should not interfere in dispute settlement procedures to quiet down the situation by forcing the school to shoulder more responsibility and provide quick compensation, the guideline said.

各方应该积极通过协商、调解、诉讼等合法方式化解纠纷。学校确有责任的，要依法、及时进行伤害赔偿。

People should resort to legal means - such as consultation, meditation and lawsuits - to resolve disputes, it said. The school should make compensation in accordance with law if it is held accountable after investigation.
